Hindustan Aeronautics Limited (HAL) is negotiating terms with General Electric (GE) for the production of GE F414-INS6 engines in India, intended to power the Tejas Light Combat Aircraft (LCA) Mk-2. The ongoing discussions involve price adjustments, technical evaluations, and agreements on the depth of transfer of technology (ToT).
A Memorandum of Understanding (MoU) signed between HAL and GE in June 2023 set the groundwork for production agreements, including the transfer of manufacturing technologies covering up to 80% of the engine's value. HAL aims to finalize the deal before the close of the 2024-25 fiscal year.
The price negotiations, initially valued at approximately $1 billion at 2023 price levels, are a significant point of discussion. HAL's Contract Negotiating Committee initiated meetings with representatives from the U.S. government and GE in early December 2024, with additional negotiation phases planned.
In addition to pricing, technical aspects of the agreement are under evaluation, including the transfer of technical documentation, manufacturing know-how, training, and delivery schedules. A Manufacturing License Agreement (MLA) and the DSP-83 certification, signed in September 2024, are among the prerequisites for finalizing the transfer of technology.
The Ministry of Defence has also faced delays in the supply of GE F404 engines for the LCA Mk-1A, which has affected the aircraft's induction schedule into the Indian Air Force.
Negotiations are ongoing, and no final agreement has been reached as of this report.
